Elizabeth knew about the hit and did nothing because around that time it was believed drew was jason and she wanted to keep drew/jason identity a secret.
shawn felt guilt for killing his best friend jordan husband, he also had some ptsd from the war so he took the blame. Jason original and sam found out that nicholas was the reason hayden was shot but shawn decided to remind in prison to atone for his sins i guess.
he was a very likeable character if he is coming back that will be interesting cause jordan and curtis may be over, nicholas is in town so many stories can come from his return
But, see.....that's kind of what I don't get. Why go after Finn? Why not just skip to the chase and go after Anna and Valentin? Finn really is just small potatoes in the grand scheme of things. Why not go after the people who are the ones who really hurt you?

Peter went after Finn to get back at Anna. I think Shawn is doing time for a murder that Nicholas actually committed. I'm not completely positive tho.
